What the Georgia permit test is

In Georgia, the knowledge exam is the first step toward a driver's license. You take it at a Department of Driver Services (DDS) Customer Service Center together with a vision test and, if you pass, you receive a Class CP instructional permit (the learner's permit). You can apply from age 15.

The exam is really two separate tests: a Road Signs test, which checks that you can identify standard highway signs, signals and markers, and a Road Rules test, which covers driver responsibility, knowledge of the laws and safe driving practices. Everything on both tests comes from the Georgia Drivers' Manual.

That makes 40 questions in all, but they are never added up into one score. Each test is scored on its own: you need at least 15 of 20 on the Road Signs test and at least 15 of 20 on the Road Rules test. A great score on one part does not make up for a weak score on the other. If you fail one part, the manual says you retake the portion you failed.

DDS does not publish a time limit, but you must be on the test computer at least 30 minutes before the center closes. The manual's test-room rules: no pens, paper or phones, and no talking to anyone except the examiner. Breaking them counts as a failure. Customers with reading disabilities can ask for an oral test.

Languages. DDS's current list of languages says both the Road Rules and Road Signs sections are available in 26 languages. The 2023-2024 manual and a DDS license FAQ still say the Road Signs test is in English only. If you need another language, check with your Customer Service Center before you go.

Step by step: from permit to full license

Georgia's graduated licensing program has three steps: the Class CP permit, the Class D provisional license and the full Class C license.

Study the manual and try the free DDS online practice test.
Submit the online License/ID/Permit form before you visit. It stays on file for 60 days.
Bring your documents: proof of identity, Social Security number, two proofs of Georgia residency and, if you are under 18, proof of school enrollment. Under 18, a parent, guardian or responsible adult must come to sign the form.
Pass the vision test and both knowledge tests, pay the $10 permit fee and have your photo taken. The Class CP permit is valid for 2 years.
Practice with a supervisor. You may drive only with someone at least 21, licensed to drive a Class C vehicle, sitting beside you.
Meet the Class D requirements. You must be at least 16 and have held the permit for 1 year and 1 day, with no major violations that suspended it, and have completed Joshua's Law and ADAP (below).
Book and pass the road test. Road tests are by appointment; the traditional test needs a score of at least 75%, and DDS also runs virtual road tests.

Joshua's Law and ADAP

Joshua's Law applies to 16- and 17-year-olds applying for a Class D license. You need a DDS-approved driver education course: 30 hours of classroom or online instruction, plus either 6 hours of behind-the-wheel training at a certified school or the 40-hour Parent/Teen Driving Guide, and 40 hours of supervised driving, 6 of them at night. No driving log is required, but a parent or guardian must attest to the training when you apply.

ADAP (Alcohol and Drug Awareness Program) is a 4-hour course that every teen under 18 must complete to get a Class D license. Most teens take it in high school. Teens who cannot, such as home-schooled students or new arrivals, can take eADAP online, free of charge.

Class D limits

A Class D license comes with conditions that follow the license, not your age:

No driving from 12:00 midnight to 5:00 a.m., with no exceptions.
First 6 months: only immediate family members as passengers.
Second 6 months: one passenger under 21 who is not family.
After one year: up to three passengers under 21 who are not family.

At 18, with no major traffic convictions in the last 12 months, you can move to a Class C license.

If you fail

After a first failure, you wait 1 day to retest; after a second failure, 7 days. The $10 permit fee is paid again before every attempt. DDS's retesting policy also says retests require an appointment, even though the first knowledge exam is walk-in, so check with your Customer Service Center before you go back.

Georgia rules that show up often

These points come from the Drivers' Manual:

Speed limits where none is posted: 30 mph in urban or residential districts, 35 mph on unpaved county roads, 70 mph on rural interstates, 65 mph on urban interstates and multi-lane divided highways, 55 mph elsewhere.
Alcohol: under the influence at 0.08 for drivers 21 and older, and 0.02 for drivers under 21.
Hands-Free law: you may not hold or support a phone while driving.
School buses: on two-lane roads and roads without a median, all traffic in both directions stops; on a divided highway with a median, only traffic following the bus stops.
Parking distances (stopping only briefly to pick up or drop off passengers is allowed): 15 feet from a hydrant, 20 feet from a crosswalk at an intersection, 30 feet from a stop sign or signal, 50 feet from a railroad crossing.
Points: a driver under 18 who collects 4 points in 12 months loses the license.

How to prepare

Half of the exam is road signs, so learn Section 7 of the manual until you can name each sign from its shape and color alone, and know the signals and pavement markings too. Then read the traffic law and safety sections once, slowly, and write the numbers on one page: speed limits, parking distances, BAC limits, Class D hours and passenger rules. Is the Georgia permit test one test or two?
